chelsea never 'wanted' to be a she per se, she always was a she.

nobody chooses what their gender identity (social, psychological, neurological) is, you see, just the same as you don't choose to be born with certain genitals (biological, characteristic of one's biological sex, separate from gender identity). the problem is when the parts don't match; the disparity causes significant psychological distress, depression, and an abnormally high rate of suicide among those who have it.
it's called gender dysphoria, or gender identity disorder. the general consensus among physicians is that the most ethical remedy is giving them hormone replacement and (eventually, if resources and general health permit) surgery to make the body match the brain.

Well, there's dispute between researchers on gender dysphoria.
Some believe it is indeed being born with the brain of one sex and the body of the opposite, which is backed by studies showing similarities between certain parts of a trans persons brain and the gender they identify as (although these studies are quite limited in participants and only showed similarities between 2-3 small parts of the brain that we don't even know are definitely connected to gender, thus inadequate to be considered conclusive proof).
The alternative view (held by John Hopkins Hospital, the place that first started gender reassignment surgery) is that gender dysphoria is a psychiatric disorder (based on similarities to psychiatric disorders that affect a persons perception of their body), rather than indicative of being the wrong gender. Their studies of trans people both before and after gender reassignment surgery, and also those who wanted gender reassignment surgery but decided not to go through with it indicate that the former group are no happier than the later (shockingly high but almost identical rates of suicide and depression in both groups), and that therapy seems as or more effective than surgery in letting someone with gender dysphoria live a happy life.
Both viewpoints hold that gender dysphoria is more than just "wanting to be a woman" (or the other way round) though. Probably there are such people, but it would be a mistake to assume they are the whole or even the majority.
But lets be realistic about gender reassignment surgery. You can't turn a male body into a female one or vice versa. All surgery does is alter the external appearance, a person undergoing it loses all functionality of their sex and gains no functionality of the opposite sex in return, only a superficial resemblance.

The fact is she is a prisoner and the US and therefore all medical expenses are covered becasue a prisoner is under state protection and therefore the state becomes responsible for all their needs. Blame your county's terrible healthcare system for failing soldiers. The fact you use he instead of she shows what you think of her and other transgender people.
