Admin Upgrade Program called "upgrade"

I have a disc that I have used before that can upgrade a standard user to an administrator on windows 7. The thing is I tried to run it and it was in text format, so I could not figure how to use it. I believe the program is
called Upgrade. If anyone can link me to instructions or something it would be very helpful. Thanks! :smile:
