The USA has battle plans for a war with just about every country on Earth. Russia's version of this is just testing the water of possible enemies' territories to see if they could actually drop nukes or other weapons if they needed to. Compared to the military obsession that the US still has - an arms race with nobody - I think the Russians can do this all they like.
It's also good practice for the interceptor pilots. Better that if they ever need to do a real interception, they've done something similar before in a real situation. So no bombs dropped = everybody wins.
The Russians do this all the time. They frequently cause our Scottish RAF bases to scramble their jets whenever they loiter in UK airspace too.

It's only about 2,000-3,000 miles to Russia from Guam. These bombers were designed as long distance bombers so that's not a problem for them.
