New York City's got a PSA campaign called "if you see something, say something" and its ads are all clips of people sitting around on subways and there's a random backpack sitting in the middle of the train car.
It's to make sure that people will notice and do something if someone leaves a disguised bomb

if i were a bombman trying to bomb things i sure as heck wouldn't draw a big dumb face on my bombs so everyone would notice them
