Well considering the normal suspension is 50 games for your first offence, it is more harsh than usual.

Normal MLB policy is 50 games first offence, 100 second, and banned from baseball the third time.

That is the reason manny ramirez left MLB for the chinese league because he knew he was caught the third time and didn't want to be banned so he left before they could.
