• HDD Constantly Maxed at low usage

Win8.1 My HDD usage is maxed at 100% according to Task Manager despite only a couple of Megabytes being used at one time e.g. This makes my PC run really slowly and as a result of it being Maxed, Steam won't download anything. On a related note, telling steam to download something maxes out the HDD usage and as a result won't download anything.
What else is using the hard drive on that list? Also, press winkey + R and type "services.msc" without quotations then press enter. Look for Windows Search and Superfetch and disable both of them, and also right click them and disable them on startup. These both can use a lot of hard drive usage. You'll also want to make sure you don't have the defragmentation scheduled and check if Windows is doing updates (or needs updates, and if it does then do them)

I've disabled Superfetch numerous times. The worst thing that might happen is your system slows down a bit, but I've never noticed any slowdown, and keep in mind Windows XP didn't have Superfetch. I had a similar problem the first time I installed Windows Vista. Coming from Windows XP where my hard drive light would blink once every now and then, Vista had it constantly lit up and I could hear my hard drive whirring, and I could tell it was slowing everything down. After making sure all the updates were done, and through googling and finding out about Superfetch and Windows Search indexing, I turned them both off and didn't really have any problems after that
