Radeon HD 6870 fans at fullspeed no video on startup

When ever I turn on my PC, my gpu goes turns the fan on full blast, and has no video. Its a XFX radeon 6870, I think it the PSU since I only have 500 watts, and my CPU takes 125 watts and I dunno what the gpu takes

Your computer doesn't POST, did you change anything before it did this?

Nope, its been doing this for about a month off and on, I have to play with the power to get it to turn on, like flip the switch on the PSU

Probably your RAM or motherboard, try removing one of your RAM modules and see if that fixes is (By restarting a few times), if that doesn't help swap out the modules (Pull the other one out and put the other one back in) and see if that works.
