Hey I'm not sure if this has been asked before but I can't find anything about it so fuck it... Next month I'm getting my learners permit (Its New York state so 16 years), and its to my understanding that you can only have 1 passenger under the age of 21, unless immediate family (Mom, Dad, Sister, Brother), with a parent or guardian over the age of 21 with a valid license present in the car, while you drive with a learners permit. This is what my friend who has his permit said, and validated from:

Notice, though, right under the bullet pertaining to passengers, it says:

But right above it said you [i][b]cant[/b][/i] have more than 1 passenger. And I thought that that was the regulation with a parent/guardian over 21 with a valid license, but then under it it says with a parent/guardian over 21 with a valid license you [i][b]can have more than 1 passenger[/b][/i]. So it seems like its contradicting itself, but I'm probably not understanding something.
Anyways, for people who have a permit in NY or remember/know about all this, can I have more than 1 person, say 2 cousins or friends in the car while I (with a learners permit) drive, with a parent over 21 with a valid license, legally? And even if its not allowed, do cops really care around here? I've heard stories where cops don't really care, but I've heard stories where they do. Guess it just depends on who ya get? Will I really loose my permit and not get my license until later if I have some friends or 2 cousins in the car under 18 if I get pulled over/checked? Or is it legal?
Anyways, not that important or urgent, if ya'll don't know I can just ask the DMV when I go, but thought I'd ask here real quick if one of you know. Thankya kindly

If you are driving with a friend(someone NOT related or a driving instructor) over 21 supervising you, you may only have one other [U]non-related[/U] passenger under 21. You can carry any number of family members as non-supervising passengers.
If you are driving with your parents, you may have any number of passengers, related or not.

Thats the dumbest shit I have ever heard, over here you can have any amount as long as you have an experienced driver in the passenger seat.

Probably because I live near a populated city (NYC), so theres lots of people there. Or the people in charge here think that their anal rules are making the roads 'safer,' when really experienced or not people drive stupid. In fact younger drivers pay like 5x more attention to the road then experienced drivers anyways.

In some way he is kind of right, most new drivers are paranoid and very careful of whatever they do, and the more they drive the more that feeling goes away and driving just becomes casual.

I cant site facts, nor provide spot on accuracy, but I've read a study saying new drivers pay MUCH more attention. Maybe to word it a bit better, more accurately, most of the things that come naturally and don't need thinking to experienced drivers, new drivers have to think about, more experienced drivers have the feel for driving. I can also validate that, since when I do drive every now and then, I notice I am much more 'focused' and just tensed when driving, not saying my dad doesn't pay attention, hes a great driver, but hes more relaxed.
