Right, my friend over Mumble has an annoying stutter to his voice because his microphone isn't the best quality. It's a little frustrating when we hear clickng and cutting out on our sides because it's not really that clear and I guess it's probably frustrating for him as well, as he occasionally has to repeat three or four times until we get the message. Is it possible that he has something on which is muffling his microphone and making weird sounds or perhaps if there is something that I could tell him to turn on, software-wise that will improve his microphone.

Buy a better one?
Under sound options, find your mic and enable "Listen to this device"
Then tweak it in the volume settings, or move it's location around, till it's more clear.
Realtek's control panel has an option for removing background sounds and such, he could use that if he's got a realtek sound card (which is inbuilt in almost all computers)
go into mumble and set quality to 96 KB/s, then audio per packet to something like 50ms
