The document, called Pleasure, has been drawn up by NHS Sheffield, although it is also being circulated outside the city.
Alongside the slogan “an orgasm a day keeps the doctor away”, it says: “Health promotion experts advocate five portions of fruit and veg a day and 30 minutes’ physical activity three times a week. What about sex or masturbation twice a week?”
teve Slack, director of the Centre for HIV and Sexual Health at NHS Sheffield, who is one of the authors, argues that, far from promoting teenage sex, it could encourage young people to delay losing their virginity until they are sure they will enjoy the experience.
Slack believes that as long as teenagers are fully informed about sex and are making their decisions free of peer pressure and as part of a caring relationship, they have as much right as an adult to a good sex life.

Does it say what age these are targeted at? It would seem weird if they were telling under 16s to do something illegal, what with the NHS being government run.

It isn't sex being the problem, it is the people that do have sex. They need to simply learn how to have "Safe" sex and wear condoms, use birth control ect. Both of those items you can get for free as it is from a free clinic. The kids act to immature.
This would appear to be an overwhelmingly good thing. sex is fun and if people want to live wholly fulfilling lives they should maximize the potential of that fun. There is nothing unhealthy about shamelessly enjoying the pleasures of sex.

To be honest i support this idea. Sex is healthy if done safely and it's a much wiser move to promote safe sex rather than no sex at all because lets face it, teenagers are not going to stop and think that "sex is bad" are they. The more they promote having safe sex the more they can afford to make it seem less taboo for a teenager to do.

Maybe they think that encouraging people to have sex for pleasure will make them not have sex for babies as much. I really don't see how this can be the cause of something that is already happening. That is like saying that the Government lowering VAT to 15% caused the banking crisis.

I think it's more saying, "safe sex is enjoyable, and if you're over 16 then you should enjoy it", which I agree, it's better than saying, "if you have sex you will ruin your life"
