stock settings, got temps from hwmonitor
idles around 40 degrees

No.
I've had mine reach 80C with not the slightest problem. I ran it for about 3 months reaching 70C on load. With a freshly seated stock cooler and my PC completely cleaned out with canned air it still hits 58C on load.
It's a hot running CPU and it can handle a lot more heat than the "safe maximum" of 62C. 64C is not a problem at all.
I would say to the OP though that at some point you should take out the cooler and blow the dust out from the base, because the fan pushes down towards the CPU and dust gets all clogged on the top of the heatsink grills. So spending 10 minutes blowing it all out or using canned air to do the same and reseating it will take your temps down a fair amount.
Don't run prime 95. It more used to see if the processor is working correctly by pushing it's limits. Under normal conditions the load is a lot less and so are the temperatures.
If you're worried then purchase a larger cooler the stock ones are almost always terrible.
If it gets too hot it will turn itself off. 64c is well below that limit.
I have a 955BE, and my biggest complaint is its heat generation with the stock cooler installed. 40c is nothing strange. As a AMD user for the last 8 years, these processors have no problem with the high idle temps. But it is a AMD, anything past 70c is what I would consider to be unstable. 75c on an AMD can result in so many headaches.
