I'm just wondering, is it worth getting parts that are a few years old for cheaper or just getting new ones that are more expensive? I'm thinking about building a new computer and I don't really have any experience, help would be appreciated.
The newer parts will last much longer, in the long run going more expensive may save you more money.
highest-end parts from the previous generation is the way to go imo
Well, since for example a GTX460 is cheaper than a GTX285 and has slightly better performance, I think that low end current gen is the way to go if you're on a budget.
New cards usually have "futuristic" features that the older generation cards does not have, such as DX11 acceleration.
Figure out what you need to do(ie what game at what framerate at what resolution).
That will tell you what range of parts you will need. Then you can start looking for deals on older parts that can deliver the performance you need.
As a general rule though playing the latest games= needing newest parts. So usually people who expect to buy and play the latest games are the worst candidates for building a computer out of older parts.
