Why is Sony Vegas doing this?

It's when I try to make the cool face to go far left and right, there's a border that blocks it and makes the image cropped out. Pic above.

OP, try right clicking on trollface in the pan/crop window and then pressing "match to aspect ratio"

Matching to aspect ratio can deform/stretch/zoom in stuff sometimes, so go careful with it. You probably know about the lock to size/lock to center buttons as well, they usually help with errors caused by matching.
