If they wanted a fucking refund they would have contacted steam support and given factual information that would force them to refund.
They bought into the game knowing that you can get banned by breaking the rules.
Refunds aren't given if the person broke it, and they broke the rules and ultimately got banned

Honestly Steam shouldn't be obligated to give refunds seeing as you could just copy the files for most games to another folder and then uninstall. It's not like you can actually return the game. If they did install a refund system they'd have to put in shitty DRM to ensure little profit decrease what no one wants.
