Wars back then were fought with honor. The British knew their slim chances of success, and they still had the balls to attempt it. And anyways, their goal wasn't the killing of soldiers/civilians, their main goal was infrastructural damage, destroying the dry-dock. Of course if the Americans catch a suicide bomber they're not gonna pat him on the back. What's so honorable about putting on a backpack of explosives and killing tons of innocent civilians in a crowded market?

The British have a great habit for insane military plans. I read up about Thomas Cochrane, he had some nutty plans as well. Surprisingly they actually worked.
