He has over 3000 videos of him doing weird shit, for the past 7 years, he has uploaded every single day, I am pretty sure this isn't a troll, I think he has a mental disability.

Apparently he had a stroke and now his voice is stuck like that from what I have been reading about him.
I see this guy pop up now and then.
He has some kind of problem with his brain, slowly deteriorating. He made these videos because they kept his mind active to help him.
If you look at his early videos, he's clearly audible, and now he sounds like Mr. Bean.
It's a sad, interesting story, that I'll have to look into again, but it's fascinating to see he's still going.

Going off this recent video, I'd say the stroke idea is what it is. He seems to be quite aware, were it a degenerative brain illness, I would think he would be far worse by this point.
Who knows what the entire story is, would love to learn more.
