He probably wanted as many assholes in LA to get stuck in traffic as possible. Also I already think of LA as Louisiana.
Like someone said in the other thread, if someone is going to detonate a bomb somewhere, they're not going to be calling in threats.

So you call it in so they evacuate the area, [I]then[/I] detonate your bomb. (before they can get to it themselves)
