Targets are chosen fairly deliberately. As nice and clean is it it to just write them off as being stupid or crazy, there's almost always a method to the madness of extremist organizations s, at least when it comes to organized attacks and not random attacks of opportunity from radicalized loners.
I can't specifically day what the motivations for an attack here are, beyond just taking guesses. ISIS, as one example, attacks Muslim populations at a substantially higher rate than it targets Westerners. Over 90% of their victims are other Muslims, judged as apostates. In ISIS's logic, any Muslim who has not actively sought out and joined them (called hijra, I believe-- a holy journey to abandon your old life and start anew within Allah's kingdom, or somesuch) is just as much an enemy as the "crusaders" in the West. By regular targeting Islamic institutions outside of their control, they are likely hoping to frighten more people into moving to join the Islamic State, if only to avoid their retribution.
Of course, we don't know who was responsible for this attack, and ISIS's motivations would likely differ from other extremist organizations.
