That's Ingushetiya, region neighboring Chechnya, people who live there (Ingushes) are kind of relatives to Chechens. And they are not ethnic Russians.
They act like Blacks in America. They love guns, big cars (there're always about 5 Ingushes in every car), they love big gold things, etc... They don't have official work and involved in criminal activities, like drug sales, etc.
Caucasians (those who are Aborigines of Caucasus, not White) in Russia are like Blacks in America.
