A basic grenade launcher isn't particularly complicated, you could probably make one in a machine shop.
It's essentially an oversized break-action shotgun

They're on the barrels, but they're still grenade launchers.

IIRC you can buy practice rounds and smoke rounds, but you can't buy the actual HE explosive kinds.

Economically speaking, we'll see a massive boom with first time users and past users who would just be happy to see it being legalized. After about two months, it'll slowly go down, but will hold a modest standing in the recreational drug market.
It wouldn't do all that much to the Mexican Cartels sadly. Most of their product is Cocaine and Heroin, and you'll have a bitch of a fun time trying to convince people to legalize the latter. At the same time you also would have to put up with people using prescription medications like oxycodone and methadone which make up a serious issue across any state's farming community.
