Not saying that it is bad maneuver at all though. And in my opinion, he pretty much knows alot of what he has been doing for administration is going to disappear with Trump's administration. Hence he might want to make sure he leaves with a good mark in history as much as possible.

To prevent the program from contributing to the idea of a national Muslim registry. So what's stopping Trump from basically restarting this by passing a similar law in congress. I read about this, it WAS a program passed by congress.

It's not a bad thing, but the guy is obviously looking at his reputation being erased in different ways and wants to find anything that would get him away from Trumps presidency. This being a good example considering he could have eliminated it at any point before now.
