Holy shit I live like, 5 minutes away from Northampton and I'm pretty certain I recognise the building he's standing outside of in the second photo.
I think SS13 has changed my impression of clowns from terrifying to mischievous troublemakers that honk and depressurize airlocks.

i can understand why it'd be creepy, but i just find it funny that you can "strike fear into the hearts" of people by loitering.
