Leviticus was written to guide the Hebrew people in a difficult period of their history. There's no reason for this, there's no reason not to eat pork, there's no reason for the sabbath, there's no reason for a bunch of stuff anymore. And the only reason the Christians incorporated that into their teachings was to make easy the transition from Judaism.

Dude, Israel consider Baruch Goldstein and Yigal Amir terrorists. Israel banned the Kach and the Kahane Chai parties and classified them as terrorist groups.
This attack wasn't political. The perpetrator was motivated by religion. While it does say in the Torah, "And if a man lie with mankind, as with womankind, both of them have committed a detestable act: they shall surely be put to death; their blood shall be upon them", it actually is more complicated than that. It's very difficult to put someone to death in Judaism. Also, the death penalty in Judaism cannot be applied anymore because there isn't a Temple standing.

Even a literal interpretation would apply here because the Jewish legal system had judges and at least 2 witnesses were necessary to condemn someone. So, no, an individual still wouldn't have the right to exact justice on who they thought broke a law.
