It's not possible to resolve it without eliminating the current government.

If current government stays, the opposition half get buttfucked. If current government leaves, the people supportive of it get taken to brown-town.

Voice your disapproval of the government? several years of jailtime. Near someone who voiced their disapproval? Fines in to the thousands, possible jailtime as well.
