You can. It's not the radiation you're washing off, it's the dust containing radiation. Radiation itself doesn't 'stick.'
Basements make great shelters, tins of food are safe from radiation, anything opaque and solid would shield you from the heat and a table would at least shield you from a collapsing ceiling or flying glass. I'm sure a modern safety video would say exactly the same thing.

No, you can't. The radioactive dust you breathe in is a lot more dangerous than the radioactive particles on your skin since alpha-radiation is highly ionizing, but can't penetrate our skin.

I didn't say you wouldn't breathe it in, just that it can be washed off. Besides, you're much more likely to ingest the stuff if you're covered in it.

Yes. Also: Washing it off depends on the material. It's all a matter of the surface. If it isn't really flat, you can only do one thing: Get rid of it.
