What program(s) do you use for art? Why do you use it?
I use MyPaint because it came with my Bamboo tablet. It has a few dozen tools, such as calligraphy, sponge, charcoal, wet knife, & many more.
There are layers, but sadly, you can't move them.

Well I mean, what exactly was the point of this thread.. There is a general Creative Work thread in this section, why not just ask there?

You can move layers. Do you mean up and down or moving the layer itself? Up and down are done in the layers panel. To move the whole thing, there's the Layer -> Move option. MyPaint is a very good doodling tool. Shame Krita's brushes don't feel like they flow the same.
MSPaint because its fun.
And when I have the Adobe Suite on hand at school I'll fiddle with Illustrator and Flash.
I use Krita. Feels the most responsive and has the most easy to use keyboard shortcuts and UI of the free ones I have tried. It has everything you'd ever want for painting except it's a bit clunky for texturing.

I mean individual layers. I can't move one without moving every other one.

It moves only the selected layer. Are you using MyPaint 1.1.0? Are you thinking with layers and may be drawing it all on one without realizing it?

Not completely sure. It's the newest, I know that.
