The Prefecture will be used in the film to represent Nice’s Excelsior hotel during Nazi Germany’s occupation of the city in 1943. Yeah I'd probably be surprised too if a Nazi banner was suddenly hanging from a massive well-known building with no context. You don't have to be the "overly offended" type to be surprised by something like this.

But that fear along with the offense taken should've stopped instantly after they saw the movie set crew standing in front of the building.

The problem in this case was that a huge nazi banner just appeared out of nowhere, and nobody knew why.
