No it's in committee. IE it could leave committee, be voted on in house/senate, amended a bunch of times, a finalized version could then be voted on in house/senate again, given to Obama for a signature and then it would pass.
If some dipstick says "hurr it's unconstitutional" that doesn't mean anything. As far as constitutionality goes only opinions of courts matter. Courts can only deal with laws that have passed.
Also insofar as constitutionality goes I don't see how this is unconstitutional. It regulates the distribution of copyrighted material. It does so in a clumsy, vague, broad and destructive manner but not an unconstitutional one. In principle it is more likely to die in committee, on the senate floor, the house floor or (heavens forbid it gets that far) on the president's desk but not in a court of law. That scenario presents a last resort.
It could happen that the law would pass and there would be a couple months before it goes in effect where it could be challenged and killed in a court like Californians did with AB 962. But being a federal law I suspect this would be a job for SCOTUS and they don't do hypotheticals. This means it would need to go in effect, someone would need to get thrown in jail, that person would need to make an appeal through their federal circuit court and after they lose that they'd need to appeal to SCOTUS which would have to take the case (and they take very few cases) and then SCOTUS would need to rule in favor of the defendant.
This would only apply for americans and american based sites right.
I usually agree with this guy, i'd subscribe but i don't want to watch hundreds of shitty lets play. I prefer this kind of thing and his reviews/rants though. Despite being from Europe why the fuck did i watch 17 minutes of this.

I can't even describe how many times I've bought games just from watching Let's play or other gameplay videos on the internet. This has to be the dumbest bill ever.
