he said no budget so make a super-fab 1337 mega computer
All he really needs is the most up-to-date custom available on newegg. All from scratch, fans, moniter(s), case, etcetc
The no budget thing is kinda vague, there has to be some kind of cutoff point unless he's fabulously wealthy. What I mean is I doubt he's going to want to drop five grand on a pc.

1500 budget would be P. fair but he said no budget.
Is he going to use this for anything other than gaming? Like video editing or something?

Probably going to get yelled at for the i7, but if your friend wants to go all out then why not?
If he is going all out I'd suggest adding a SDD.
