I saw a crow in a parking lot once doing something similar. He had a piece of old, hard, dry bread, and was sitting near a puddle continually dipping the bread and tasting it until it was soft enough to eat.
Wow that's pretty impressive! Reminds me of this article talking about seagulls and their adaptive feeding behaviors like using man-made food(such as bread) and worms to fish, and dropping oysters unto streets to be cracked open under vehicle tires.
This is actually a case of evolution in action.

Really awesome adaptations in nature.
I love these birds! They've got such a cat-like hunting attitude to them. I use to have one watch me in Arizona when I went fishing, and it ended up picking up bugs around the shoreline of the water, and would dip them in the water to attract fish.

These birds are fucking smart. I've seen them down by a canal in a local park. They'll wait for people to feed the fish and they'll swoop in and leave with ~5 fish at a time. They're definitely learning.
