Well I don't know much about any new graphics cards or anything.
But if you could link me to something better that would be nice.
I have the 445 CPU, it's great. I considered going with that Biostar too, but there was a combo deal with an Asus 785 evo-m so I went with that.
That Biostar only has two memory slots, so I'd consider getting one 4gb stick now, leaving you with the option in the future to get a second stick in case you need more memory. If you fill both slots now, then if the day comes you need to add more you will have an extra stick you can't use(two old ones plus the new one). Dual channel is not THAT big a deal, your CPU and videocard will determine your framerates in the end.
The PSU choice- no, just no. Think about it, you think you're going to get a decent 585W PSU cheaper than Seasonic sells their 300W PSUs? All you need is a GOOD 400-450W PSU. Here's some to look at: Antec NEO ECO 400C, Antec earthwatts EA430, Corsair CX430.
They are all ~$50, give or take, not counting rebates. These will give you their rated power on a daily basis. Cheap PSUs like that HEC will not, its only their PEAK power, and even then if you run them with that high of a load they will burn out.
I mention the new model of Corsair, it's kind of controversial. Corsair used to use Seasonic for the internals for their budget line, now they use Channel Well. I have personally used many Channel Well based PSUs in the past and had good results so I bought the Corsair. I have no power issues, with two Seagate harddrives, a dvd burner, and 3 80mm case fans. If you'd rather stick with the 'safe' choice, go with one of those Antecs, those are Seasonic internally.

Yeah, I thought that PSU seemed kind of cheap, but I just picked it because i was at the end of the budget and i could only fit that in. But, If I could find a good budget Video Card, I can put in a better PSU. I just don't really know what a good cheap card is.

Well he can't upgrade because its an old pre-built dell or something.
Also, A card like that might work, but I think the current CPU is fine as it is.

It's a HP with a pentium dual core and integrated graphics.
But there's something wrong with it, it's been BSOD'ing even after reinstalling windows and trying to fix it multiple times.
Also, he wants to be able to play some newer games anyways, so I think a new computer is the only option.

Antec, OCZ, Enermax, Thermaltake, Coolermaster, XFX, they all make good PSU's. You can't go too wrong with those.
And mrpatel sorry, I just looked at the original price oon the card, and missed the rebate price. Still I find that the card is simply too weak.
