Unless there's clear evidence that Trump told Tillerson to not do this, I don't see what Trump matters in the slightest with this.

Because he's the one that put Tillerson in that role, how is he not related [i]he's his boss[/i].
If I go to a McDonalds and the cashier says 'sorry sir we don't serve whites here,' and I ask for the manager and he says 'that employee is his own person, sir,' is that acceptable?
That's even a poor analogy considering it's fairly obvious Trump purposefully installed bigoted cronies into his administration.

No, but I imagine that someone who has gone on the record saying to ban Muslims from the US is not that far ideologically from someone who is appointed​ to that position by said person. This has been a tradition since the Clinton administration. It's not that hard to connect the dots.

No, but I imagine he [I]does[/I] consult with Trump on matters relating to how he carries out his duties of office, especially as they pertain to the overall objectives and attitudes of the administration.

Of course not but department heads at their core are supposed to express the ideology of their president.
The sad truth is, this is likely an attempt to win more brownie points from their target voting demographic, being the chest-thumping, gun-loving, Muslim-hating part of America. You know, the kind that get pissed off because Muslim women, on their own volition/according to their own religious beliefs, wear hijabs in public [I]in America[/I].

the secretary of state doesn't like to do the job of being the head of the US ambassador system, hell tillerson doesn't like all the parts of the job that don't involve oil it seems
