It's actually a Snicker's commercial. That's really cool.

Are you guys deaf, dumb, and blind? Clearly their hunger is satiated and so they're behaving how they should be: respectable gentlemen. The implication is that hungry construction workers are cat-calling assholes.

Contruction Workers = Major Assholes Hungry Construction Workers = Fine Gentlemen It's stereotypical as hell but not really all that hard to understand.
It's what Australian construction workers do all the time, cat call's and complimenting their assets, while completely misogynistic culture, girls I know seem to think it's worse when they don't because they think there's something wrong with them, because it's kinda validating. Now, not to get this confused with people in close vicinity of the woman, where it's even less appropriate, because it's threatening and can be scary because there's definitely a lot of men out there with less than consensual intentions. But really, it's a fine line between validation and just being plain scary/creepy.
