Well, the original voice was the one from HL1 and HL2. Maybe they couldn't use it? Or perhaps they just decided to re-record.

That's true. Maybe that's the reason everything went to shit at Black Mesa, I bet some system had to restart to install some updates at that time and the technician forgot to press "Postpone"
Well its a good thing I played black mesa before it got "released" all those weird changes feels stupid.

Pretty much this, they really badly need to fix the... squeakiness? If there were just a couple lines it might be alright but it drags on and you really notice how bad the voice is
I feel like it naming every single system is a bit annoying.
"Blah blah activated"
"Blah blah activated"

It's too long and the original start up is a lot more concise, to the point and isn't annoying to listen to.
Edit: Nevermind the original startup is just as long. The only thing they changed was the .exe files on the side and each part of the HUD showing up one by one.
I guess with the music playing you don't really notice.

The HEV suit in HL2 was unharmed by the confiscation field. I guess it's because it's not a weapon.
Plus the startup sequence in Minerva is all HEVish.
