I've got mates who are orderlies - a full pair of legs ending up in the dump instead of the incinerator is totally possible based on what I've seen. I'd even go for likely.
The real question is do the legs show signs they were used in a sword fight? Or ridden like horses? Poked around a curtain in a seductive manner? You can bet there was at least an indoor football match played with them.

My pathology lab once had a mix up like this with heaps of leftover body parts gone to a normal dump and not incinerated.
I imagine it would raise some eyebrows but it's quite uncommon, yet still happens occasionally
