You might point at Ukraine as an example that an large army should be a requirement, but they disposed of all nuclear weapons within their territory on the condition that the Ukrainian border be respected in the 90s and hilariously enough said warheads were "dissembled" in Russia, they never reassembled an arsenal and even after having a piece of their land carved out they would still rather stick to being a non-nuclear-weapon state.
