It's China, what do you expect? If they can pass idly by as a toddler gets ran over, I'm pretty sure stopping their car and picking up (aka stealing) some money from a random guy is no problem for them.

The two scenarios aren't comparable. In China, if you were to stop and help you're liable for any medical costs, insurance, damages etc etc. It's messed up, but there were a lot of incidents in the past of good samaritans getting fucked over by the system. I'm not saying it's justified, but there's a reason why people don't want to get involved in China (more than usual).
Stealing the guy's money however, is a terribly dickish thing to do.

Really? Well that's some screwed up laws.
I remember watching a video of a girl trying to commit suicide by jumping from a bridge. She survived and lay on the road writhing in pain. Everyone just drove past.

To be fair, the guy who dropped the money made an incredibly stupid, and avoidable, mistake. You'd think you'd not be so careless to just WALK across the street with an entire years salary in your hand.
Hell it's stupid even if you didn't drop it - way to make yourself a huge target for crime. The dude is lucky he just dropped money and recovered some instead of getting mugged or having it stolen by a theif.

this is not an option. you don't move around or mess with an injured person in any way and you especially don't take them away from the scene where you're only going to embroil yourself in weird legal situaions and confuse the authorities - especially if there's already an ambulance enroute. you don't know what you're doing and chances are you'll make the situation worse

This is why New York is a shithole. I've gone there and seen countless people starving on the streets. Now if I had money, I would have gladly bought each one of them a burger or something. The problem is that there's [I]so many of them that I would be broke in a couple of hours[/I].
I'd happily see a charity to get him his money back.
