To reassure the public, it notes that “he’s such a Washington outsider, he’s not even running for president!” There are also some elderly dancing cheerleaders and other bits of surrealist Americana.[/quote]

If he did win it I think the points would still go to the real Herman Cain (so basically wouldn't count for anything). Colbert is just throwing a wrench in the primary / trying to see how much support he can get.

Colbert can't get on the ballot, Cain can't get off it (even though he's out of the race). So Colbert is telling people to vote for Cain if they really mean him. If suddenly Cain gets a shitload of votes then Colbert might run in other states.
Also it's an open ballot, meaning you don't have to be a registered republican to vote (independents and democrats can get in on this too), so he really might have a chance of this working really well.
I think Colbert would actually make a good president. U.S politics is a fucking joke, and he's a comedian.
If this goes through, I'd be proud to have my first vote for president to go to Colbert.
I actually really wish he could actually win, that'd be amazing.

It takes away votes form other candidates I guess. I'm not sure what exactly happens if Cain wins, though that's very unlikely.
