I think I might have posted the new story that last year my university, FAU, wanted to put the logo of a private prison company on the front of our brand new 100M$ stadium or something. After almost the entire student body called the administration cunts, the president and a few people left and they didn't put it on the stadium.
In this case it sounds like this gift was supposed to be some kind of tax dodge for the trust, and it needed to be done in a certain way by a certain time. The college couldn't get it done that fast, so it's withdrawn. If it was really about helping people and/or the college, they would just give it to them.

It sounds like there was a timeline they had to follow for setting up the scholarship program before they would receive the gift and they failed to meet that timeline.
I bet the college spent every dime in credit they had available, and are now trying to figure out what the fuck they are going to do.
