Is it possible to use PayPal on steam without it being verified?

I got $12 on PayPal for doing work for someone, but my account is verified.
I'd [b]really[/b] rather not add a bank account, and I don't have a credit card.
All the virtual credit cards I looked charged $4 extra, and the most I have to spare is $2.
What can I do?

I've always had problems with paypal on steam, even with a verified account. I always use the alternative, click and pay or something with steam.

but I stopped using PayPal on Steam after it disabled my account because I accidentally refunded something. :argh:

If you're looking to buy an item on sale, let's say it's $20 originally and it's $10 on sale, you need to have the $20 in your paypal to buy the $10sale game.
It's a bug, it isn't PayPal's fault, it's Valves, they needa change over something so PayPal doesn't scan the original price first.
I'm looking to get Bloody Good Time, for me and my friend, which isn't on sale.
