But then the US won't acquire more qualified people, and some money is now lost paying for the overseas office and the employees spending money locally instead.

this ban is nuts, but devil's advocate there is a shitty workers program that uses work visas by such tech companies. Remember the stories of veteran MS employees being replaced or the guy from Disney who he and other employees had to train their replacements. People might not like the truth about this, but silicon valley can be very competitive to get a job so x number of employees who can't get hired, there are x number of potential hires who live in the states. It's terrible, but Trump can totally use this to his advantage by saying this drains the swamp in tech which can lead to gaining support of not only the American heartland but as well as some Californians and Right leaning people in tech dependent cities. He'll never get my vote even if this will benefit me greatly.
Just scrolled through a Trump post on Facebook and the amount of people applauding Trump for "getting stuff done' (in a completely undemocratic fashion) disgusts me
