Of course YouTube/Google ain't going to do anything about it because RWJ is a major source of ad revenue for YouTube/Google. In fact any "YouTube celebrity" (Smosh, ShaneDawson, iJustine, etc.) is practically immune to youtube's TOS/Rules and they can pretty much do anything they want on YouTube without repercussion (that's obviously still within the realm of legality). This is has been known for a while OP.

If there was a youtube alternative that was just as good and actually follows their own rules i would be there in a heartbeat and never look back.
i remember watching this ridiculous interview with youtube and in that interview they said that everyone on the website has to abide by their rules which includes the big youtubers (and they were very specific about that last part).
RWJ videos without RayWilliamJohnson? Sounds appealing. He doesn't own the content he shows and doesn't give credit. He can't possibly take action against somebody like that. It's absurd.
Literally all I've seen of this guy is video thumbnails and people saying he's shit.

Here's what he does so you don't have to watch him.
Make video with misleading thumbnail of the guy making a stupid face in the Background of one of the clips in the video or some random background. Take clips (without asking for permission) make "witty" commentary over it (usually 69 jokes, 420 jokes, old stupid unfunny shit). Make A LOT of jump cuts. Done.
I don't know how RWJ is making money and why people are watching him.

He's a youtube headliner so he acts like he's superior to other users. Youtube has given him breaks that many other users don't get such as extra warnings for using bots and such.
