Political leaders would rather not succumb to the same fate as they're Russian counterparts. This situation is totally fucked beyond all recognition. Right now it's either a do or die situation in world politics. Only way to solve this is if Putin agents start disappearing under mysterious circumstances or better yet, his rich friends.

Only days ago, your government used a deadly nerve agent in the attempted murder of a man and his teenage daughter in the middle of a heavily populated city center, exposing hundreds of people to what could have easily been an agonizing death from the fatal poison. But, yeah, we're just "looking for a boogeyman," when yet another Russian national with close ties to all the other men who have already been murdered, or survived attempts to murder them, suddenly turns up dead.

Politicians agendas? Which ones? The USA executive branch fawns over putin, the EU needs Russia for fuel, the British gov have shown they don't want this fight, the UK opposition is pacifist. There's no politicians wanting this cept maybe hawkish dems in us Congress and any theory blaming them better have plenty of proof to back it up.
You're right that it might not be Russia but we'll never know for certain and because of that you have to make assumptions. The most likely culprit is Russia, theyve got a motive, a means and several precedents along with the guys son mysteriously dying in Russia also. Frankly it'd be silly not to suspect Russian gov. If other proof pops up I'm open to it but I really do suspect it's Russia
I just want to note a few things.
First, the timing is suspicious - deaths of Russian people who defected because of politics right before FIFA 2018. And they were not on the level of Litvinenko - Skripal was already imprisoned and freed way back in 2010. There is no logical explanation for their murder, except “Putin is an evil evildoer from Sunday cartoons”.
Second - British special forces still refuse to say what was used, except “it’s a soviet nerve agent, we swear!”. And apparently, they didn’t even said what it was to Russian embassy, while at the same time demanding answers from them.
Third point - their deaths were readily used as another fearmongering aspect. People on reddit are already screaming for military intervention into Russia, because freedom! (Granted, it’s Reddit, but still). Which brings to mind the exact type of people who would find this situation to be beneficial for their own interests (hint: it’s not Russia).
I don’t want to say that, but I think we will hear about a few more deaths, then new sanctions will take place, FIFA right will be forcefully taken back, and then suddenly, all of this will stop.

I've seen people make entirely true claims about the contents of the Quran but I've not seen a single person imply that it's okay to harass or silence Muslim individuals without being met with a (deserving) amount of backlash.
