Well technically no, and to be quite frank you could argue that the propellers would be much better suited being used to just make the thing fly.
However, this thing isn't an experiment in practicality, it's an experiment in being cool. And is it cool? Heck yeah.
I used to make vehicles like this in Kerbal Space program that could drive up the VAB, and even transistion over the edges, making it to the top of the building.
It worked in exactly the same way, it had gimballed thrusters that forced it onto the wall, and wheels to drive it forward.
so is its basically a copter that pushes itself into the walls so you can drive on them?

It seems that it's meant to be used in tight spaces or conditions that wouldn't be possible to fly in
e.g. searching a collapsed building for survivors
