I thought this is a pretty big deal that most people don't know. I found it browsing Drudge Report, a writer named Bill Gertz wrote it.
The title pretty much sums it up, "Beijing hardens subways for nuclear, gas attacks".

Not to sound like a conspiracy theorist, but I recently read that Russia resumed building nuclear shelters, and they now have enough to house half of the current population.

There are some conspiracy theorists that think that because China and Russia are "prepping" their countries for a nuclear attack, that perhaps there is something going on that we aren't being told.
Personaly I don't see a point in that because if an attack on America were to happen, wouldn't the government at least want to protect some of its people and land? There's no use in letting your home country get blown to shit because what will you have left?
The US has and had the cash to maintain it's defense infrastructure, china and russia a few decades ago definitely weren't as strong economically as they are now, and that's why they're putting extra cash into it.
I'd be building them too if I lived next to North "I swear this missile test won't fail this time" Korea.

I don't think they're concerned that NK would attack them. I think they're worried that something might go wrong and that something toxic could fall out of the sky onto their heads, or that a nuclear plant made out of plywood and Elmer's glue could detonate by accident.
India has also prepared for a nuclear attack.

It would be good if we got in a war with China however, mainly to the fact that we would owe them nothing, rather than us being in debt with them (we are in debt with EVERYONE, but mainly with them).
I don't see how this is a conspiracy or anything, it's just sound and responsible management of your infrastructure, like having those concrete things near important buildings so they don't get McVeighed.
And here I thought they already had a system like this, considering the Sino-Soviet split.

If the US went to war with China they'd have to be suicidal, they're in a great deal of debt to China, never mind the fact that China is easily one of the biggest manufacturing nations in the world.
