For some reason this thread didn't get pulled over at first. The link from Oldpunch just went to General Discussion and I couldn't find anything by searching. Looks like that got fixed now but it definitely wasn't working right in the beginning.
Nuclear pulse testing is done for a variety of reasons, from annual testing for reactor performance or for experiments related to nuclear transients. It's known as Cherenkov radiation, and it's actually caused when a charged particle in a medium exceeds the speed of light through that medium. I've been trying to get in to see our school's reactor do this test for a while but it's not a very frequent event at all.
The reactor in the video is specially designed for pulse testing and operates at 35,000 MW... for a few milliseconds. For comaprison most continuous operation research reactors are rarely over 20MW, and even the largest power reactors are only about 4500 MW (thermal). For a reactor with a core volume of only a cubic metre or so it's really impressive.

Why the fuck does your school have a nuclear reactor
He means university/college. At my university egnineering is part of the "School of Maths, Engineering and Computer Science".
It's not a very large one. I think it's rated at 10kW max and is purely a research reactor. It's also over 50 years old which is pretty neat.
