That means households would automatically have adult content filters applied on their internet and phone services, but would have to opt out if they want the unfiltered version of the net.

Most likely Telstra will buy the NBN off the government and finish the job along with other telco's because they know that if they install Nodes, it just means more shit for the future
The liberals were against this when Labor was in power, at least then they had the Greens to side with them, but now both sides of power apparently want the minority parties removed.
Edit: Oh yeah, Telstra or another ISP/group buying NBN Co and finishing it themselves would be great.

I can't seem to find any of the quotes mentioned in the article, I read through the discussion paper and it seems more about educating kids and also pursuing to track down serious offenders (via the courts). It doesn't mention anything about filtering the internet, at least, I couldn't find a "hidden policy" on page seven.
The first page actively acknowledges the failure of the previous attempt by Conroy to apply an internet filter, seems odd to blast it only to suggest the same thing.
I'm not saying it's not stupid, I don't see why it's so difficult to block someone or close a window. Also, the document brings up the idea of sueing facebook because some idiot said nasty things. I just think the article may be blowing it out of proportion a bit.
Of course, it's entirely possible I'm reading the wrong thing.
