My guess would be the hackers got at the algorithm that generates a users SecurID tokens. So I would assume they just need to make a new algorithm and release new tokens (and prevent hackers from getting at it again).
I swear I've read something like this ages ago.

Why bother setting bombs inside of a nuclear power plant when you can just make it break itself?
My dad has one of those, but it's to access something in a hospital that hackers wouldn't care about.
