All I can find are loops. They can be soundfonts or samples just please tell me where I can find some.

Nope no warez here
You can make industrial with any synth. Ya just have to program it for weirdness and BRUTALITY.

Any tips on what settings are good for industrial synths? And also, I would like to make sounds similar to those heard in a game on the N64 called Top Gear Rally. It has some good industrial instruments. Any tips and or tricks on how to make sounds similar to those in the game?

As for synths, I strongly encourage you to find a basic 'synths 101' tutorial. Learn the basics like what an oscillator is and what a filter does. Experiment, be random, and have fun with it! Yeah it really helps to learn even just the basics of making a synth patch and then you won't have to bother with looking for specific pre-made stuff, plus it's more rewarding
If you want to make industrial stuff get some good distortion plugins.
