I could never find a working link to the Tsunami mod. All I could see were tutorials that involved downloading some shady file converter, editing the game's core data, and then performing some complex algebra to simulate a definite water height. I'm not really sure I was searching the right keywords.
The Tsunami/Flood videos I saw on Youtube said that they had to make the water script themselves, though.
I wonder what mods are in this video? Everything just looks too colourful.

I actually would like to know this too, after watching this video my GTA 4 now seems..dull when it comes to colours
He's definitely using ICenhancer. I have it installed for my GTAIV, surprisingly it doesn't slow it down despite running at 20 FPS to begin with.
I wish I could actually get GTA IV to run on my computer
